Expert Witness Work

In the proceedings of a Court case or Tribunal it is common practice to call on the knowledge of an Expert Witness, so that the members of the court can be better informed to make what are often difficult decisions on matters that they have very little knowledge of. An Expert Witness is privileged to be given access to all the evidence before a case commences, and at the discretion of the court may sit in during the proceedings so that they may be better informed on the particulars of the case. This exchange of knowledge is the key element in the presentation of expert evidence with integrity and substance.

The authority of an Expert Witness’s testimony is based on their experience, but also on their performance. The court room is a very specific kind of stage, with actors in well-defined roles, and where a structure of procedures dominates the flow of the performances. Someone may have

a vast amount of experience but if they cannot present that experience in a coherent and appropriate manner in the theatre of the court, their evidence is unlikely to have the weight it deserves.

Secellus staff carries with them the combined experience of giving expert evidence in over 550 cases. The company is one of the most highly respected organisations in the field of Health, Safety and Welfare, and has the resources to offer valuable opinions on a wide range of topics and situations.

It is the opinion of the Expert Witness that matters most, and it is the one thing that distinguishes an Expert Witness from other witnesses. Typically, a witness is questioned about facts and their opinion is disregarded; indeed, there is often the situation where an opinion presented by a witness is ordered to be disregarded for the very reason that it is an opinion. This is where the privilege extended to an Expert Witness can be seen clearly and must be respected.

Normally, expert evidence is sought by a legal team and they will contact a suitable expert, but in almost all cases a defendant or pursuer has the right to call on expert evidence.

    Demolition and Asbestos (High Risk)

    Perses has its roots in the high-risk demolition and asbestos removal sectors and has gained an excellent reputation for providing expert, reliable advice within these sectors.
    Whether Perses is dealing with demolition contractors on an unusual structure or directly to the main contractor, we can ensure that all works are planned and executed to the exacting standards of BS 6187: 2011, the Code of Practice for Full and Partial Demolition and Control of Asbestos Regulations 2012 and all associated regulations.

    Perses has four staff members with extensive knowledge in demolition and asbestos consultancy, which helps place Perses as one of the standouts in the demolition consultancy field.
    The MD is a Fellow of the Institute of Demolition Engineers (IDE) and a Fellow of the Asbestos Removal Management Institute (ARMI) and is currently the only persons to hold this distinction in the world.

    Further, the MD has been part of the steering group for many of the National Federation of Demolition Contractor (NFDC) guidance notes and publications, as well as serving on the IDE Council of Management.

    The Perses team has recently been asked to deliver the specialist modules of the Institute of Demolition Engineers' foundation degree and the master's degree in Demolition Management for the University of Wolverhampton, which includes the redrafting of the modules.

    Health and Safety Management and Auditing

    Health and Safety is everyone's main priority in the fast-paced world of demolition. With this in mind, we strive to guide and support the clients'; selected contractors to ensure the contractor is carried out in a well thought through and well-managed way using best- practice procedures and methodology, which strictly adhere to ever-evolving and increasingly stringent legislation and industry guidance notes.

    Our audits are carried out on location and backed by photographic evidence with an easy-to-follow observations and improvements list based on the traffic light system. The results are briefed upon completion with the onsite team and emailed, providing clients with a quick and complete record of the audit and its findings.

    Project Management

    Perses has carried out several projects with a full-time site-based project manager working on behalf of the Client.
    These have ranged from the dismantling of dockside cranes for Babcock at H M Davenport, to overseeing the Mogden
    sewage plant for Keltbray, from the removal of asbestos over a live bottling plant, from to the dismantling of a water
    based tension leg platform.
    The earlier we are involved in the process, the greater the safety, environmental, and financial benefits can be achieved.
    As our engagement is to help maintain the overall safety and productivity on behalf of the client, we have been brought
    in during the works were a contactor has breached health and safety standards and in some occasions were the existing
    consultant is not performing as required.

    Contractor Assessment
