The Site

Perses was appointed by FUJIFILM Imaging Colorants as Demolition Consultant and Principal Designer (PD) for the decommissioning of a top-tier COMAH chemical plant in Grangemouth, Forth Valley.

The site contained a mixture of single and multi-storey office space, laboratories, workshops and storage buildings, tank farms, pipe-run infrastructure, and inventory storage tanks.

This site was challenging as the site sits on the land owned by the neighbouring CalaChem who were undergoing a close down at the same time. This meant some of the demolition scopes of work we were working on changed due to the continued discussions with CalaChem.

Our Scope

Strategic and Technical Advisory

  • Developed the decommissioning strategy, including phasing, sequencing, and appropriate demolition methods for each stage.
  • Attended pre-appointment meetings with the client to evaluate and rank tendering contractors, using a scoring system focused solely on the quality of technical submissions to ensure the most competent bidder was appointed.

Contractor Coordination and Risk Management

  • Facilitated a high-risk package review meeting with the client and the successful contractor before the pre-start phase to refine project planning and ensure site-specific risks were addressed.
  • Produced a comprehensive Pre-Construction Information (PCI) pack, alongside demolition-specific Designer Key Hazards, to identify atypical or hidden risks that could impact the contractor’s safe delivery of the works.

Compliance Oversight and Monitoring

  • Reviewed the contractor’s Construction Phase Plan (CPP), Risk Assessments, and Method Statements (RAMS), providing structured feedback and continuous commentary on revisions to ensure alignment with CDM 2015 and best practice standards.
  • Conducted monthly audits throughout the programme to verify compliance with RAMS and maintain the highest safety standards on site.
  • Increased oversight during high-risk operations, including crane lifts and complex dismantling, to ensure strict safety compliance.

Outcome

Through early strategic input, continuous auditing, and strong CDM oversight, Perses ensured the safe and compliant delivery of this complex top-tier COMAH decommissioning project. Despite evolving project boundaries due to CalaChem’s closure, the demolition programme was executed to the highest safety standards, maintaining client confidence and ensuring regulatory obligations were met in full.
